Tool to migrate backup repository to a new cloud storage provider

Provide a method to migrate previous backup data repository from one cloud provider (e.g. MinIO) to another (e.g. BackBlaze). We've tried it with the new backup format and it does not work when syncing the data with rsync or Cloudberry explorer as described in your online documentation. A new backup must be started. It seems to work ok with the old format, not the new. Ref ticket 00447384
