Add Internet Bandwidth Monitoring Feature

Add the ability to regularly check Internet Bandwidth, latency, and jitter to an agent and track this graphically via a report. This could be added as a feature to turn on for the SNMP monitoring agent. A baseline frequency could be set and then an option to "check now" could be added. Also, including this data in a scheduled report would be nice.
